Starting age limit for Congress or Senate between 21 and 60, so that retirement would be no later than 72.
Federal Elected Official Rules:
All members of Congress and Senate must live within the DC city limits while in session. No megamansions in Maryland or Northern Virginia.
Congress and Senate retire at 20% of their salary. If this and their Social Security isn't enough, either down-size their lifestyle or get a real job.
Congress and Senate get the exact same medical insurance programs as the rest of the populace.
Congress and Senate get the exact same Social Security benefits as the rest of the populace.
Congress and Senate must sit for at least 75% of voting issues. If a member of Congress or Senate miss more than 25% of voting issues, then they are ineligible for re-election and foreit a percentage of their pay equal to what they missed for that pay period.
Disband the electoral college.
No more gerrymandering. If you have a driver's license or a state-issued ID, then you vote at the polling station closest to your home.
Potential Federal candidates must past a citizenship test on US History, World Geography, elementary Science, and the Constitution.
Prior to every federal election, there must be two mandatory debates. In the first one, each candidate submits ten questions that their opponent must answer. In the second debate, twenty questions are put forth by the media. The candidates do not get the media questions ahead of time and are not allowed notes. They must answer from their own experience and knowledge.
Election day should be a federal holiday.
ALL electronic voting machines should print a two-part paper record of the vote. One part into a secure container and the other provided to the voter as a receipt. Voting machines cannot be connected to the internet during voting.
If the popular vote shows less than 3% difference, then a re-election between the two leading candidates is required.
Federal candidates are forbidden to purchase their own advertising. The federal government will provide a small number of one-minute ads for radio and TV. These will be federally mandated through the FCC and will have equal viewing numbers and times.
That should be enough to start a conversation.
