You know how long it takes to evict someone? To go through the process of getting an order, and then getting it enforced? You need at least 60 days' notice for non-payment of rent, with arrears having been built up prior to that date. And then try making an appointment for the Sheriff and a locksmith to go down to the unit and actually change the locks. That's another week, easy.
So -- it's not just one missed cheque. Even at high speed, it's no less than the 60 days, well outside of the missing cheque's period. The faulty software doesn't help, of course, but it's not the fault of the one missed cheque that these people were evicted. These tenants were in trouble for a long time before that. If there was an existing Order that these tenants were going to use the missing cheque to cover, they were already in default -- it's not that they missed one payment, they've been missing payments for more than two months.
Which is not to say that assistance cheques should be enough to cover everything, only that it's not the software's fault people were evicted.
