Why should we change the by-law?
I think of police presence as something like a utility. Why shouldn't disproportionately large users of a utility pay more? Those restaurants and bars rely on the police way more than anyone else in the city, so why should the rest of the city subsidize that use?
It's the cost of doing business there, pure and simple. No way should the rest of the city subsidize those costs.
And we're debating putting half a mil into the arts budget, knowing the spillover benefits from that. $130K a year spent on patrolling barn bars? Which has a spillover benefit of what, exactly?
