Ukraine to open KGB archives
"KGB archives of 1917-1991 will be in open access"
The State shall guarantee the right of everyone to have access to archival information repressive bodies

The political overtones -- a raised digit to Russia, and its ex-KGB czar, Vlad Putin, are obvious.
On the other hand: what happens when Utah Territory secedes from the United States and opens its NSA archives?
