In this free Photoshop CC Tutorial you will learn how to create glitch effect:
Open File
Double click on Background layer to unlock it
Go to Quick Selection Tool and select the model
CTRL + J to create a copy of the selection into a new layer
Hide Layer 0 and Layer 1 copy then select Layer 1
Go to Filter - Distort - Wave
Number of Generators: 12
Wavelength: Min:9 Max:21
Amplitude: Min:1 Max:14
Scale: 100% Horizontal and Vertical
Type: Square
Undefined Areas: Repeat Edge Pixels
Unhide Layer 1 copy
Go to Brush Tool and select a soft brush
Make sure you have created a layer mask for Layer 1 copy and have the foreground color Black
Duplicate Layer 1 ( CTRL + J ) and drag it on top
Go to Filter - Distort - Wave
Number of Generators: 12
Wavelength: Min:5 Max:94
Amplitude: Min:147 Max:225
Scale: 21% Horizontal and 20% Vertical
Type: Square
Undefined Areas: Repeat Edge Pixels
Move Layer 1 copy on top of all layers
Add a mask for Layer 1 copy 2 and brush unwanted effect
Right click on Layer 1 copy and select Blending Option
Uncheck Red Channel
Go to Move Tool and move the image a bit to the right
Create a new layer and fill it with white color
ALT + Backspace if you have the foreground color white
Go to Filter - Filter Gallery - Sketch - Halftone Pattern
Size: 2
Contrast:1
Pattern Type: Line
Change the Blend mode to Soft Light
Make visible Layer 0
Reduce the Opacity for Layer 2 to 35%
