I didn't know either. You have to go and create separate accounts there and then Amazon will link them.

Author Central is a program that is currently available on 6 different international Amazon websites: Amazon.com (US), Amazon.co.uk (UK), Amazon.de (Germany), Amazon.fr (France), Amazon.in (India) and Amazon.co.jp (Japan).
Once your register for Author Central on Amazon.com (US), Author Pages are created on all five international websites. However, to manage them you'll need to claim the Author Pages under your account (except Amazon.co.jp, you'll need to create a new account and Amazon.in automatically sync with Amazon.com, and Amazon.in will do it automatically).
Currently, the Author Central at Amazon.com (US) and other international websites are operated independently and separately. Information updated on Amazon.com (US) Author Central will not automatically sync with the other international Author Central account (except Amazon.in). You'll need to update it separately from the other international Author Central.
