At my day job, there is sometimes a jigsaw puzzle on one of the big tables in the canteen. Various people who like that sort of thing can come by and have a go at adding pieces to it. I am one of those people.
Some people try to find all the edges and corners and build a frame round it.
Some people spot one piece that they recognise from the image on the lid of the box, and go "aha, I know where you go", then try to find the other bits that go around it. I am one of those people.
You can do that with #writing. Sometimes you want an outline to fill in, sometimes you know a particular scene (or just one line of dialog) is definitely part of the picture, and you want to start there. It's OK to do either. You probably have to do both from time to time.
Anyway, these are my writing thoughts for today.
